�CHALLENGES BEFORE THE NEW MCD COMMISSIONER-Part 1

Gyanesh Bharti (IAS) has taken charge as the newly-appointed Commissioner of the unified MCD. The new unified Municipal Corporation of Delhi (MCD), comprising the three civic bodies–North Delhi Municipal Corporation, South Delhi Municipal Corporation, and East Delhi Municipal Corporation, of the national capital has come into effect. In the last issue Dwarka Express had listed few challenges in front of MCD Commissioner and what residents expect him to solve and tackle few issues. Continuing on the same this time again we bring you few more expectations and challenges for new MCD commissioner.

MCD parks need maintenance

The condition of parks of MCD is pathetic and there is no maintenance. There are no malis and horticulture staff do not get salaries. Swings were installed in more than 1500 more than 70% parks, swings are broken and are in dilapidated condition. The citizens have apprised the situation to maintenance Head quarter Director/Dy Director Horticulture but all in vain. The employees parks of South Delhi. In almost one park swings worth Rs 13-18 lakhs were installed but as on date, in allege that due to lack of electricity, water and other gardening equipment they are unable to maintain parks. In almost 30% of the parks the submersible is not working. Also residents allege that only one maali is deputed for many parks and due to workload he is unable to look after the parks. This is absolute corruption in MCD.

Digitalisation of BVG attendance

The attendance of BVG employees must be digitalised. At present, these employees are working without wages in all the zones and in head office of MCD ie civic centre. They are responsible for cleaning and sanitisation of civic centre. In 2017 biometric app was installed for attendance .The machines were purchased for Rs 70000 but after six months of purchase these machines were dumped by employees. These machines can be seen on walls of zonal departments. To stop wastage of public money Gyanesh Bharti will have to take action. Since last two years BVG employees are also not getting benefits of ESIC and EPFO as their names are not enrolled in these schemes. Bharat Vikas Group Company was given contract to maintain all the parks under jurisdiction of MCD in Delhi. However, according to Horticulture staff, the employees are not getting a regular salary. This fact can be verified by Dy Director Horticulture or Accounts branch of MCD. Without salary or proper remuneration, it is difficult to get proper work done by employees.

Regularisation and promotion of employees

Class IV employees who are working for twenty years must be regularised. There are many employees who are working for more than 20 years as temporary workers. They are not getting clothes or shoes from MCD. Five years ago they were given shoes and clothes but that was of very inferior quality. Besides, these class IV employees are never promoted although they are working in Dak section, Tehbazari, building, health, general branch and other departments. Since 2009-10 the employees working in all the above mentioned departments and personal staff officers of health department were never regularised so they are not getting benefits of ESIC, EPFO, Health card etc. They are daily wages/mustroll employees. It has been observed that the root cause of exploitation of workers in MCD is due to connivance of political leaders and officials. They don’t want to regularise these worker. Almost 8000 daily wages/mustroll workers in MCD are subjected to exploitation and they were never promoted or given any due benefits. Among them 800-900 employees were expelled in 2021 without any valid reason from the Education department. Almost all leaders of all political parties have committed to regularise sanitation workers, security guards and mustroll/contractual workers but till date none of them have been regularised. The sanitation workers working in MCD from last 9-25 years were terrorised by influential political leaders and officials for bringing them under " thekedari system " These workers are not given salary in time and they allege that their employment details are missing from MCD. Thus these employees too are not getting ESIC and EPFO benefits.

School infrastructure

The schools of MCD do not have proper infrastructure like requisite numbers of benches, potable drinking water and toilets. The children are suffering due to lack of basic amenities. Money have been spent on solar panels but they are not working

Bad condition of BOT Toilet

The construction of BOT toilet in swachh bharat abhiyan is cause of concern. In many cases it has been observed that the MCD is constructing toilets on drains and on land without seeking permission from the land owning agency .The DJB connection is not existing in more than 50% toilets and in some water pipelines are illegally connected in the toilet. The condition of the toilet is pathetic and they are getting damaged because of inefficient zonal maintenance from the project department.

Pension for EWS

The MCD was giving pension/wazifa to economically weaker section people .Every councillor were given 400 forms for disbursement of pension but for the past 26-27 months not a single person has availed of pension/wazifa scheme. This must be restored and previous backlog must be disbursed. Thus maintenance of infrastructure, digitalisation of billing process, welfare of MCD employees, tackling prevalent corruption, parking problem, encroachment issue and to inculcate proper work culture in employees are some of the challenges in front of new Commissioner Gyanesh Bharti. He needs to prioritise these in order to fulfil the expectations of residents.
